The World Customs Organisation (WCO) has published the new version of the Harmonized System: HS2022. The new version will come into force in January 2022. Some countries have already updated their domestic tariff, other not. Here is table of content and a link to the final HS.
Developed in the early 1970‘s by the World Customs Organisation, “The Harmonized Commodity Description and Coding System” (generally referred to as “the Harmonized System” or simply the “HS”) is a goods nomenclature that enables nations to monitor goods crossing their borders.
The Harmonized System is governed by: “The International Convention on the Harmonized Commodity Description and Coding System”. The Convention has set up the HS Committee as an international dispute settlement body managed by the World Customs Organisation (WCO).
The HS Committee also updates the HS every 5 or 6 years to reflect developments in technology and changes in trade patterns. For each update the WCO publishes correlation tables between the old and new versions.
The WCO published a new version of the Harmonized System, the HS2022. It will enter into force on 1 January 2022 via domestic legislations.
Most trading nations are signatories of the Convention and are therefore applying the HS. As a result 98% of the world trade is based on the HS.
Declaring a wrong commodity code is declaring a wrong description of the goods.
