— WHAT CUSTOMS DIRECTORS TELL US

— THE compliance REALITY

When the compliance position is uncertain, the risk is usually larger than it looks

Customs directors sit at the intersection of regulatory obligation and commercial pressure. The classification has to be right and defensible, not just internally, but under audit. The origin claim has to be supported by documentation that actually holds when a customs authority tests it. The positions taken in one jurisdiction have to be consistent with positions taken in others, because inconsistency is itself a compliance flag.

The customs directors we work with often come to us not because something has gone wrong, but because something is uncertain. A classification that was set years ago and never reviewed. An origin determination that relies on supplier declarations that have never been verified. A multi-country operation where each jurisdiction has local valuation methodology that no one has ever compared against the others.

Uncertainty in customs compliance has a compounding quality. The longer a position is held, the larger the historical exposure if it turns out to be wrong. And customs authorities in most jurisdictions can look back several years. What feels like a manageable question today becomes a material liability if it’s still unresolved when an audit arrives.

WHAT THIS LOOKS LIKE IN PRACTICE

Multi-country position aligned

A manufacturer trading across EU and non-EU markets had inconsistent customs policies and processes across jurisdictions. Alegrant reviewed all positions, identified the conflicts, and produced a single coordinated customs policy that held across all markets and facilitate the customs’ director control of his operations.

Audit support that held

A customs director facing a customs audit provided customs officers with an Origin assessment carried out a few month earlier by Alegrant. The origin was accepted and the audit closed without penalties.

What this looks like when it works

Compliance audit confirms controls and finds recoverable overpayment

A large organisation with established customs processes engaged Alegrant for independent assurance before an anticipated audit cycle. The review confirmed that compliance controls were strong across the majority of product lines. It also identified one outdated classification, incorrect for three years, that had resulted in material duty overpayment. The correction was made voluntarily. Past overpayments were recovered. A 0% rate was secured for all future imports on that product line.

FTA origin strategy restored duty-free EU market access

Following Brexit, a UK manufacturer found that EU customers were being charged import duties on goods that should have qualified for preferential rates under the UK-EU Trade Agreement. The origin determination process had not been built correctly. Alegrant reviewed the supply chain, confirmed origin eligibility, built the documentation process and supplier declaration framework, and trained the internal team to maintain it. Duty-free access was restored across the EU customer base.

— WHY ALEGRANT

What customs directors value in an independent customs adviser

  • Genuine technical depth. Our advisers have operated inside complex regulatory systems, customs authorities, law firms, and large advisory organisations. We engage at technical peer level, not generalist consultant level.
  • Independence from your current positions. When you need a second opinion, you need an adviser with no stake in confirming the existing view. We have no prior history with your classifications or origin determinations our review is genuinely independent.
  • Multi-jurisdiction coordination. We maintain consistent customs positions across 25+ countries through a single team. Local nuance is incorporated without producing the inconsistencies that multiple local advisers create.
  • Audit-ready documentation. Every position we take is documented to a standard that holds under audit. Written rationale, regulatory references, and decision records not just verbal advice.

A note on working with an internal customs team:

We work alongside internal customs teams, not in competition with them. The most common engagement model for customs directors is using Alegrant as the independent review layer, the external voice that confirms, challenges, or corrects internal positions before they are tested by an authority. This is a peer-level relationship, not a consultancy-client one.
